I want to hang a banner out of the window at my building at 15 West Mulberry Street. We did it once but the wind ripped the banner! It's a matter of going up to the third floor, tying the banner to hooks using twine, attaching twine to the bottom, and the going downstairs to the front of the building and tying the twine attached to the bottom to the planter boxes.
